Authorize the Bureau of Rail & Transit to enter into an Operating Agreement with the New Hampshire Central Railroad, Inc., North Stratford, NH, for the use of the state-owned portions of the North Stratford-Beecher Falls Railroad Corridor and portions of the Berlin, Groveton and Mountain Division Railroad Corridors in Coos County, NH for freight railroad service. Effective upon G&C approval through December 31, 2032, with a provision for renewal for an additional ten (10) year period.
