Authorize the Bureau of Rail & Transit to enter into a contract amendment with the New England Central Railroad Inc., Rochester, NY (originally approved by G&C on 12-9-09, item #161), for the use of the state-owned Northern Railroad Line in Lebanon, NH, for freight railroad service, by extending the completion date from April 30, 2020 to October 31, 2020.
