Authorize the Bureau of Rail and Transit to enter into a retroactive contract with the St. Lawrence & Atlantic Railroad Company, Auburn, ME for an amount not to exceed $500,000 for track improvements on its privately-owned short line railroad that runs through Berlin and Stratford, NH. Effective upon G&C approval from May 9, 2024 through October 31, 2027. 100% Capital General Funds
