Authorize to retroactively amend an agreement with the Environmental Council of the States (originally approved by G&C on 6-29-16, item #91); by extending the end date to September 30, 2018 from March 31, 2018 and making certain modifications to the agreement for the purpose of completing a nationwide inventory of State and Territorial environmental agency improvement efforts. No Additional Funding. 100% Federal Funds.
