Authorize the Bureau of Construction to enter into a contract with E.D. Swett Inc., Concord, NH, for replacement of two “Red List” bridges, the Woodbury Avenue Bridge over US Route 1 bypass and the Stark Street bridge over the US Route 1 bypass as well as roadway reconstruction in the City of Portsmouth, on the basis of a low bid of $7,950,099.25. (2)Further authorize a contingency in the amount of $477,005.96 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through November 15, 2019. 100% Federal Funds.
