Authorize to enter into a retroactive sole source contract with Liberty Utilities (EnergyNorth Natural Gas) Corp., d/b/a Liberty Utilities, Londonderry, NH, to install and operate temporary heating facilities for several state owned buildings located in Concord, NH, for a total not to exceed $2,725,000. The cost for the contract will be paid in 15 monthly installments with $2,180,000 being paid in FY 2018 and the balance $545,000 being paid in FY 2019. Effective March 1, 2017 through November 1, 2018 with the option to extend for one additional year ending November 1, 2019.
