Authorize the Bureau of Materials & Research to execute a sole source Cooperative Project Agreement with the Plymouth State University Sponsored Programs Administration, Plymouth, NH, for a cooperative investigation to assess patterns of current bicycle activity and identify potential barriers to access and participation, for a total fee not to exceed $55,000. Effective upon G&C approval through June 30, 2018. 100% Federal Funds.
