Authorize the Bureau of Rail and Transit to enter into a retroactive contract with the St. Lawrence & Atlantic Railroad Company, Auburn, ME, for track improvements on the St. Lawrence & Atlantic Railroad in Coos County, for an amount not to exceed $1,950,000. Effective April 14, 2016 through December 31, 2017. 100% Capital General Funds.
