Authorize the Bureau of Highway Design to enter into retroactively certain sole source Special, Supplemental and Account Agreements with utilities, municipalities and railroad entities that result from impacts to their facilities because of Department administered construction projects. Further, any adjustment to original estimates that result in changes to encumbrances be authorized based on justification to the Department of Administrative Services. Effective upon G&C approval through June 30, 2017.
