Authorize to enter into a sole source agreement with Manatt Phelps and Phillips LLP, New York, NY, to complete certain services related to the pending Section 1115 Medicaid transformation waiver and final implementation of the Premium Assistance program in an amount not to exceed $200,000. Effective upon G&C approval through June 30, 2015. 50% Federal, 50% General Funds.
