Authorize to retroactively amend an American Rescue Plan Act grant to the City of Portsmouth, NH (originally approved by G&C on 1/18/23, Item #76), by extending the completion date from March 31, 2025 to April 1, 2026, for rehabilitation of the sewer system. Effective upon G&C approval. This is a no cost time extension. 100% Federal Funds
