Authorize the Bureau of Rail and Transit to enter into a retroactive contract with the NH Northcoast Railroad Company, Ossipee, NH, for improvements on the NH Northcoast Railroad in Strafford and Carroll Counties, for an amount not to exceed $1,550,000. Effective August 30, 2013 through January 31, 2016. 91.3% Federal, 9.7% General Funds.
