Authorize the Division of Homeland Security and Emergency Management to enter into a contract with the Emergency Communications Network LLC, Ormond Beach, FL, to implement a hosted web-based cellular phone notification system and associated services to alert and warn the public of any impending dangers, in the amount of $185,000. Effective upon G&C approval through August 1, 2017. 100% Federal Funds.
