Authorize the Bureau of Materials and Research to execute a sole source Cooperative Research and Development Agreement with the US Army Engineer Research and Development Center Cold Regions Research and Engineering Laboratory, Hanover, NH, for a cooperative investigation to assess the performance of reinforcement grids in base course and asphalt concrete pavements in NH, for a total fee not to exceed $148,000. Effective upon G&C approval through March 31, 2015. 100% Federal Funds.
