Authorize to enter into a sole source agreement with Dr. Carolyn Kappen, Bronx, NY, as a substitute medical examiner for a total not to exceed $20,000 to conduct autopsies as needed in the absence of the State Medical Examiner and the Deputy Chief Medical Examiner. Effective upon G&C approval through August 31, 2013. 100% General Funds.
