Authorize the Bureau of Materials & Research to enter into a sole source Joint Funding Agreement with the US Geological Survey, Pembroke, NH, for a cooperative investigation on determining sources of nitrate in wells near blasting sites in NH, for a total fee not to exceed $70,000. Effective upon G&C approval through September 30, 2014. 100% Federal Funds.
