Authorize the Division of Parks and Recreation to enter into a sole source contract with The Allen Daniel Associates Inc., Waltham, MA, for debt collection services for unpaid parking citations. Fees for services will be based on the revenue collected, and deducted directly from funds prior to electronic transfer to the state account. Effective upon G&C approval through June 30, 2015, with the option to renew for an additional two year period.
