Authorize the Bureau of Rail and Transit to enter into an Operating Agreement with the Springfield Terminal Railway Co., North Billerica, MA, to provide rail freight service on the state-owned Hillsboro Branch Railroad line in Wilton, Lyndeborough, Greenfield, Hancock, and Bennington. Effective upon G&C approval through December 31, 2015, with a provision for renewal for an additional seven-year period through December 31, 2022. 100% Agency Income.
