Authorize the Bureau of Construction to enter into a contract with F.L. Merrill Construction, Inc., Pembroke, NH, for culvert replacement and roadway reconstruction for Mitchell Brook, located on US Route 4/NH Route 11 in Andover, on the basis of a low bid of $467,727.85. (2)Further authorize a contingency in the amount of $23,386.39 for payment of latent conditions, which may appear during the construction of the project. Effective upon G&C approval through September 20, 2013. 83% Federal, 17% Betterment Funds.
