Authorize to accept and expend Federal Funds from the American Rescue Plan Act (ARPA) State Fiscal Recovery Funds (SFRF), in the amount of $700,000 to support the construction of the future Youth Development Center. (2) Further authorize the allocation of these funds in the accounts as detailed in the letter dated January 6, 2026. Effective upon G&C approval through December 31, 2026. This is an allowable use of ARPA SFRF funds under Section 602(c)(1)(C) for the provision of government services to the extent of the reduction in revenue. 100% Federal Funds. Contingent upon Fiscal Committee approval on January 23, 2026.
