Authorize the Division of Public Works Design and Construction to enter into a contract with Hutter Construction Corporation, New Ipswich, NH, for a total price not to exceed $32,380,344 for Youth Development Center Replacement Facility located in Hampstead, NH. (2) Further authorize a contingency in the amount of $852,000 for unanticipated site expenses. (3) Further authorize a payment of $127,000 for payment to the Department of Administrative Services, Division of Public Works Design and Construction for engineering and project management services provided. Effective upon G&C approval through June 30, 2026, unless extended in accordance with the contract terms. 100% Federal Funds - ARPA
