Authorize the Division of Economic Development to enter into a contract with Deloitte Consulting LLP, New York, NY, in the amount of $8,116,310 for the development of a Business Services Portal. Effective upon G&C approval through June 30, 2026, with the option to renew for an additional two-year period. (2) Further authorize an advance payment in the amount of $1,623,262 to Deloitte Consulting LLP in accordance with the terms of the contract. Effective upon G&C approval. 100% Federal Funds
