Authorize the Rail and Transit to enter into retroactive agreements with eight agencies operating public transit services, as detailed in the letter dated October 2, 2025, for an amount not to exceed $3,000,000 to provide state operating funds to match Federal Transit Administration funds for the period July 1, 2025 through June 30, 2027. Effective upon G&C approval. 100% General Funds
