Authorize to enter into a Memorandum of Understanding with the New Hampshire Department of Environmental Services, Concord, NH, for the purpose of appointing qualified applicants to serve as hearing officers for all NHDES administrative enforcement matters and to assure that NHDOJ will supply all clerical and technical support for appeals of department decisions pursuant to RSA 21-M:3; VII and VII-a.
