Authorize to enter into a contract with Overwatch Foundation, Concord, NH in an amount not to exceed $3,147,604 for the purpose of providing a Municipal Cyber Defense Program. Effective upon G&C approval through December 31, 2026, with the option to extend up to, but not beyond, the expiration of additional Grant Funding or December 31, 2029. (2) Further authorize to make an advance payment to Overwatch Foundation in the amount of $500,000 in accordance with the terms of the contract. Effective upon G&C approval. 100% Federal Funds
