Authorize the Division of Learner Support, Bureau of Adult Education to enter into a contract with Second Start, Concord, NH, in an amount not to exceed $2,442,202.46, to provide a statewide adult education professional development system, including state leadership activities as defined in Section 223 of the Workforce Innovation and Opportunity Act of 2014. Effective upon G&C approval through June 30, 2028. 10% Federal Funds, 90% General Funds
