Authorize the Office of Federal Compliance to enter into a contract with Hessel & Associates LLC, Brattleboro, VT, to provide business development training and resources to Disadvantaged Business Enterprise firms, based on a single bid received in a low bid process, for a total fee of $43,591. Effective upon G&C approval through April 30, 2019. 100% Federal Funds.
