Authorize to enter into a sole source contract with Dr. Carolyn Kappen, Bronx, NY, as a substitute medical examiner to conduct autopsies as needed in the absence of the State Medical Examiner and the Deputy Chief Medical Examiner, for a total not to exceed $40,000. Effective upon G&C approval through March 31, 2015. 100% General Funds.
