Authorize the Bureau of Construction to enter into a contract with J.P. Sicard, Inc., Barton, VT, on the basis of a sole bid of $1,147,769, for replacement of an existing concrete box culvert on Route 3 in Columbia, NH. (2) Further authorize a contingency in the amount of $114,776.90 for payment of latent conditions that may appear during the construction of the project. Effective upon G&C approval through October 17, 2025, unless amended by the Department in accordance with the Standard Specifications. 100% Federal Funds
